The advantages of submarines as spacecraft were discussed by the writer
Harry Harrison in his sci-fi novel "The Daleth Effect", published in
1970. That novel also posited a non-Newtonian propulsion mechanism (the
"Daleth" effect) but did require a small fusion reactor as the power
source for a trip to the Moon and back. Batteries were enough for a
suborbital hop.
With PNN no fusion reactor is required !
